In 1993, the HARBEL Housing Partnership was created as a regional homeownership program. The HARBEL Housing Partnership is affiliated with the HARBEL Community Organization, Inc., HARBEL, Inc. was founded in 1970 as a nonprofit, 501(c)(3) multi-service organization.
The Partnership's goal is to provide comprehensive homeownership education and counseling and promote our communities. Our mission is to ensure that the home buyers who participate in our program become successful, long-term residents in our community.
For 24 years HARBEL Housing Partnership has been making a difference for thousands of homebuyers in our community. Last year was our most successful year. HARBEL Housing exceeded all of our service goals.

Home Buyer Workshop Registration
The Housing Partnership serves home buyers interested in purchasing in either Baltimore City or Baltimore County. Home buyers should seek services from the housing counseling agency where they are most likely to purchase a home.
All November home buyer workshops have been held. Our December and January home buyer workshops are overbooked. HARBEL does not maintain a waiting list for cancellations. HARBEL Housing will take reservations, by phone only, for February home buyer workshops on Monday, January 22, 2018 after 9:30 a.m.
Please note that call volume is the greatest between 9:30 and 10:30 a.m. We have four phone lines and will work hard to answer your call. If we answer your call and place you on hold, please hold as we are answering callers ahead of you. If you reach a message, it means that all phone lines are busy and please try calling again.

Potential home buyers must complete a Home Buyer Workshop, a Pre-Settlement Workshop and counseling prior to submitting a contract offer on a home. HARBEL Housing Partnership does not recognize any online workshop or counseling toward the completion of requirement for any of the State, City or Baltimore County assistance programs.
Workshops are held on various days (No Saturday Workshops) and held at various locations within our service area. HARBEL sponsors two-three evening workshops (6:00 p.m. - 9:00 p.m.) per month and one weekday daytime workshop per month. Workshops are free of charge, but contributions are welcome.
During your Home Buyer Workshop you will learn how to schedule your second required workshop, Pre-Settlement, and how to prepare for your counseling appointment.
Pre-Purchase Home Buyer Workshops
A pre-purchase workshop should be the buyer's the first step. Schedule your workshop before submitting a contract offer.
The three-hour long workshops cover the following major topics: budget, credit, real estate and mortgage process, the various assistance programs and instructions on scheduling counseling and obtaining a voucher of attendance are provided at the workshop.
Ideal for the home buyer who wants more information about the settlement process and your life as a homeowner [home maintenance, home repairs and improvements and refinancing options]. The Pre-settlement workshop is a requirement for home buyers purchasing in Baltimore County and for some Baltimore City buyers.
Pre-Purchase and Credit Counseling
At HARBEL, pre-purchase counseling is scheduled after workshop attendance and the completion of an intake form and the collection of documentation. In addition, our credit counseling is ideal for potential home buyers who may have credit issues that must be resolved prior to applying for a loan.
