Homebuyer Workshop Registration
HARBEL Housing serves homebuyers interested in purchasing in either Baltimore City or Baltimore County. Homebuyers should seek services from a housing counseling agency where they are most likely to purchase a home.
HARBEL Housing is currently taking reservations, BY PHONE ONLY, for our August homebuyer workshops. Once our workshops are filled for the month, we will begin taking reservations for the following month. We overbook our workshops and we do not maintain a waiting list.

Our workshops are held on various weekday nights, from 6:00 to 9:00 p.m. and held at various locations within our service area. We do not hold Saturday workshops. The workshops are free of charge, but contributions are welcome.
During the homebuyer workshop attendees will learn how to schedule the second required workshop (pre-settlement) and how to prepare for the one-on-one counseling appointment.
The three-hour workshop covers the following major topics: budget, credit, real estate and mortgage process, the various assistance program and instructions regarding the pre-settlement workshop and counseling.
The pre-settlement workshop is required for all Baltimore County buyers and for many Baltimore City buyers, prior to submitting a contract offer on a home. Buyers may only schedule their pre-settlement workshop following attendance at HARBEL’s homebuyer workshop. The three-hour workshop covers: settlement process, home maintenance, safety, home repair and improvements and refinancing.
PRE-PURCHASE COUNSELING AND CREDIT COUNSELING
At HARBEL, pre-purchase counseling and credit counseling is scheduled after homebuyer workshop attendance and the completion of HARBEL’s intake packet provided at the homebuyer workshop. Pre-purchase counseling is required for both Baltimore City and Baltimore County buyers, prior to submitting a contract offer on a home. Credit counseling is ideal for potential homebuyer who may have credit issues that must be resolved prior to applying for a mortgage.
HARBEL Housing program that provides direct services will make arrangements, within reasonable financial costs to the agency, for effective communications with persons who have visual, speaking and/or hearing impairments, and/or limited English proficiency. HARBEL Housing will need to have sufficient time to make such arrangements and ensure funding for the expense. As a small nonprofit agency with limited financial resources, HARBEL will work with other nonprofit organizations, advocacy organizations, governmental agencies, community groups, volunteers and professionals to provide the required services. Service will be provided in accordance with any state of federal requirements.
