PRE-PURCHASE & CREDIT COUNSELING
Harbel Housing Partnership is a housing agency whose goal is to encourage and empower potential buyers. In our efforts to educate the community we have designed educational courses to assist buyers in their endeavors of becoming homeowners and maintaining homeownership. These First Time Homebuyer Workshops which are the prerequisite to qualifying for the various down payment/closing cost assistance programs for individuals who are purchase ready but just need some additional funds to purchase in Baltimore County or Baltimore City. We also offer credit/budget counseling for those individuals who aren't quite ready. However, both tracks require you register and attend our workshops.

In an effort to accommodate our First-Time Home Buyer clients, we are conducting online workshops free of charge. The workshops series consist of two parts, the Homebuyer Workshop and Pre-settlement Workshop.

If you have not attended a HARBEL Workshop previously, register for both to meet the HUD 6-Hour Homebuyer Education requirement. If you have already attended the HARBEL First-Time Homebuyer Workshop (Part I) then register for the Pre-Settlement Workshop only.

COUNSELING SERVICES:
If you have completed a HARBEL homebuyer workshop, but not your pre-settlement workshop and are ready to move forward, submit a completed intake packet, and all required photocopied documents, by following the submission instructions printed on the bright green covered intake and counseling instructions. You received this at your homebuyer workshop. You can complete your counseling while waiting to take the pre-settlement workshop. Receipt of counseling services is subject to change depending on medical conditions.

PRE-PURCHASE COUNSELING AND CREDIT COUNSELING

At HARBEL, pre-purchase counseling and credit counseling is scheduled after homebuyer workshop attendance and the completion of HARBEL’s intake packet provided at the homebuyer workshop. Pre-purchase counseling is required for both Baltimore City and Baltimore County buyers, prior to submitting a contract offer on a home. Credit counseling is ideal for potential homebuyer who may have credit issues that must be resolved prior to applying for a mortgage.

HARBEL Housing program that provides direct services will make arrangements, within reasonable financial costs to the agency, for effective communications with persons who have visual, speaking and/or hearing impairments, and/or limited English proficiency. HARBEL Housing will need to have sufficient time to make such arrangements and ensure funding for the expense. As a small nonprofit agency with limited financial resources, HARBEL will work with other nonprofit organizations, advocacy organizations, governmental agencies, community groups, volunteers and professionals to provide the required services. Service will be provided in accordance with any state of federal requirements.

PRE-SETTLEMENT WORKSHOP

The pre-settlement workshop is required for all Baltimore County buyers and for many Baltimore City buyers, prior to submitting a contract offer on a home. Buyers may only schedule their pre-settlement workshop following attendance at HARBEL’s homebuyer workshop. The three-hour workshop covers: settlement process, home maintenance, safety, home repair and improvements and refinancing.
